The study deals with the five-year history of the Pedagogical Institute in Olomouc, which existed from 1959 to 1964. Pedagogical institutes were established in all regional towns in Czechoslovakia in 1959. They provided education for teachers of primary nine-year schools for the first level (first to fifth year) and for the second level (sixth to ninth year). The study has two parts. The conference paper presents a comprehensive overview of First Republic discourse on philosophy didactics. It analyses the most popular initiatives during the First Republic, particularly those of Josef Ludvík Fischer. His proposition is well developed, and a critique of the time's authors is presented. The study tries to indicate a possible answer to the question of why we need quality civic education and why it should remain a worthy part of the curricula at the second level of primary schools. We will look for the answer against the background of current social changes and through the inspiration of the author M. S. Branson, who at the end of the last century dealt with a similar question at the Center for Civic Education in California. We base our view of the future on the current social context, especially after the year 2000, in which institutional citizenship education was formed and especially implemented.
