This paper describes the historical development of citizenship from the initial concept in antiquity to the present. It deals with the concept of citizenship in Western democracies, in addition to the political, civic and social components of citizenship is an ongoing issue today, the cultural component of citizenship that has emerged in connection with the theory of multiculturalism and resulting in the so-called differentiated citizenship, which in practice means a different approach to state various ethno-cultural groups.
