This paper describes the historical development of citizenship from the initial concept in antiquity to the present. It deals with the concept of citizenship in Western democracies, in addition to the political, civic and social components of citizenship is an ongoing issue today, the cultural component of citizenship that has emerged in connection with the theory of multiculturalism and resulting in the so-called differentiated citizenship, which in practice means a different approach to state various ethno-cultural groups.

The study offers a short outline of the 2000 years long history of the most European river, the Danube from the Roman times until the middle of the 20th century. The fact, that the Danube strategy may become an important factor of economic modernization in the EU, and not only in the Middle-European region, but also in Europe as a whole, makes the topic really current. The author's essay can be an interesting addition to it, as it highlights important historical events and economical facts.

In our study we will present a summary of one fragment of the researches concerning the relations of adult education and regionalism in Hungary. We will give an insight into the way the system of adult learning and the role of learning can be interpreted in Hungary.
